An eight-member investigative committee has been set up by Ghana’s Energy Ministry to unravel circumstances that led to the release of 5 million litres of off-spec fuel by the Bulk Oil Storage and Transportation Limited (BOST).
The committee is made up of representatives of the country’s National Petroleum Authority (NPA), the Tema oil Refinery (TOR), the Ghana Standards Authority (GSA) and the Bureau of National Investigations (BNI).
The rest are the Chamber of Bulk oil Distributors, Association of Oil Marketing Companies, the Energy Commission and a representative from the relevant Civil Society Organizations.
A statement released here signed by Energy Minister, Boakye Agyarko spelt out the Terms of Reference as including but not limited to the following; determine the circumstances that created the off-spec product, review the procedures undertaken by BOST to evacuate the product, ascertain the quality and remaining quantity of the product, determine if the product can be corrected, if not determine the alternative use for the product and review the transaction.
The committee, among others is expected to advise the Energy Ministry here on the necessary technical, administrative and legal actions to be taken.
Managing Director for BOST, Alfred Obeng Boateng, has been accused of endorsing the release of the contaminated fuel via his private companies.
The committee has 30 days within which to complete work and submit its report to the ministry for the necessary remedial action to be taken by the Ghanaian government.
